When the flashlight's head is snug, it's on level one. Just loosen the head slightly, and you're in level two! You can program level one for max output, and level two for minimum output. Or any combination you want!... level one can be strobe, level two can be medium output, or program level one for high output and level two for strobe... whatever suits your needs best!
